I haven't gotten much feedback, so I'm at a loss to explain, but I'm leery about shoveling money at certification programs when similar programs and certifications are available to American teachers for free or low cost.

Point taken. You are correct. Then consider the fee the cost of processing the papers. I didn't have to pay it because I applied last December. On the other hand, my wife does have to pay the fee. And you are correct about American fees -- $605 for a hearing?
