I was hoping that was the case.
I checked his entire birth certificate and it says nothing about citizenship.
My ggm's notes that she does not have a SSN. I would think that proves that he never became a citizen because she would have been naturalized with him.

I have another question...
My cousin wasn't married when she had her son. Does this disqualify him?
I'm not even sure she would want to apply, but I'm curious about this.

I'm sort of glad to finally hear some info on the Chicago consulate. It's not what I want to hear, but I can prepare myself for some long waits. I'm hoping to get death certificates this week so i can start filling out forms. I'll keep you up on my progress. Thanks for all the help so far. petra
