The Detroit consulate accepted my ggf's church marriage cert from NYC. I had it notarized by the church, certified by the NYC clerk and then apostilled by NYS. This is classic... print out the law, bring it in with you, and don't take no for an answer. If you have to, ask to talk with her supervisor or the consul. Or you could just submit it (trust us, you qualify) and if they don't respond or accept it, file a formal complaint. PUT EVERYTHING IN WRITING!

@Jeffs47: I'm not sure why you're asking if you need to apostille items related to the A.I.R.E form. I'm confused. The form you are filling out is for Italian government business, so on that one you're dealing directly with Italy. Apostilles are only used to certify documents generated in one count...
