Using and I've been able to find a couple documents that have dashed all my hopes to pieces.

My grandfather was born in America in 1919...I see two documents showing my great-grandfather naturalized in 1917 :(

The first is the petition for naturalization, the second is the oath of allegiance. They were both done on the same day, February 8th, 1917. However, the oath of allegiance does not appear to be filled out properly. There is a date up at the top (it says "Filed February 8th, 1917") but no dates anywhere else, even though there are a bunch of places to put the date of the oath. For instance, "subscribed and sworn to before me, in open Court, this _____ day of ____" and down at the very bottom it says "Certificate of Naturalization, No. ***, issued on the _____ day of _____" is it possible it was filed and never completed, or would that never happen?

This bites :(

What you have described is the naturalization certificate number. To confirm that the oath of allegiance, etc was filed you can have the genealogy service send you the "C" file for your ancestor. There is no need to do the search as you already have the "C" number.

It is better to know than to suspect!

As CPA21 states, you can go to USCIS geneology services (at
vgnextchannel=d21f3711ca5ca110VgnVCM1000004718190aRCRD&vgnextoid=d21f3711ca5ca110VgnVCM1000004718190aRCRD) and perform a "Record Copy Request". You do not need to do an "Index Search" since you already have what appears to be the C- number.
