Hello, Here is my scenario any help would be greatly appreciated,

Maternal Great Grandfather born in Italy
Maternal Grandmother born in US before Great Grandfather Naturalized
Mother born in US in 1951 out of wedlock
Can my mother pass to me even though my maternal grandparents were never married?

Yes, your mother can pass on citizenship. Since she was born after 1948 her mother passed her Italian citizenship on to her.
