Has anyone had a similar experience. My great-grandfather who immigrated here from Italy never became a US citizen. He died in 1903, thus USINS does not even have records prior to 1906. On the 1900 census he was listed as "AL" under citizenship status meaning alien which I got a certified copy from NARA. It appears as though he never even started the process of gaining citizenship. I have received three letters from NARA, one from NY and one from San Francisco and LA that state there are no records of naturalization for him. I explained this to the consulate and they were unaware of the 1906 cutoff date with INS and wanted me to get a "no record" from INS as well. What I did do was get a letter from INS stating that they do not have records prior to 1906 and to get them from NARA. Does anyone know of anything else I need to get.
