transcription into the local Italian Commune

Can someone bring their longform birth certificate with apostille along with a translated copy directly to Italy in order to be transcribed into the local commune archives? Is anything else necessary, or does it have to all go thru the Italian Consulate in the U.S.?
Any insight here would be greatly appreciated.

The birth certificate needs to be authenticated by the consulate that serves the area that issued the birth certificate. Once it has been authenticated it can be used at other Italian consulates and Italian communes.
