Can I file in Italian court using English?

I received a letter from my comune in Bologna saying that my children's names have been changed to conform with Italian law. The letter says I have 30 days to contest this decision in court. It seems kind of harsh, since even though I can understand some Italian, I don't know enough to defend myself in court.

It would be great if anyone could provide me with the any pointers to the following:

1) Can I file in Italian court using English?

2) Could I request to provide my argument orally and request a court-assigned interpreter?

3) I've read once that Italian courts only allow lawyers to file cases. Is this true for cases like this?
